Who Are We?
MHA Systems Inc., is a SBA Small Disadvantage Business, SBA 8(a) and HUBZone certified company that provides Information Technology services in both the Federal and Private sectors. This technology includes Data Processing, SGML/XML document conversion, PDF conversion, high-quality document imaging, automated records management, telecommunications support, and other related IT functions.
MHA Systems is based on the Ft. Berthold Indian Reservation in the community of Parshall, North Dakota. Our facility is a 10,000 square foot state-of-the-art building fully networked for data and telecommunications needs.
MHA Systems opened the doors in February of 2002 with the vision of providing high quality service in the field of Information Technology, and employment for the people of the Fort Berthold Indian Reservation. MHA Systems is Native American owned and operated by the Mandan, Hidatsa, and Arikara Nation.

Under the SBA 8(a) contracting program, tribal 8(a) firms may receive sole source contracts regardless of dollar amount. All other non-tribal 8(a) firms may not receive contracts in the excess of $3 million. This opportunity was justified by Congress reflecting the overall responsiblilty of Tribal Nations to recover from poverty, and the larger contracts would be able to accomplish this.
Once the sole-source contract is awarded, it cannot be protested. The applicable regulation is 13 C.F.R. 124.517(a). “The eligibility of a Participant for a sole source or competitive 8(a) contract may not be challenged by another Participant or any other party, either before SBA or any administrative forum as part of a bid or other contract protest.”
The size of an Indian-owned enterprise, for small business eligibility purposes, is determined without consideration of the economic size of its parent (13 CFR 124.109).
- A 5% bonus (based on the subcontract value) can be awarded to prime contractors for using Tribal firms (DFARs 226.1 or FAR 26.102).

Richard E. Mayer, Chief Executive Officer
-Mr. Mayer is an enrolled member of the Mandan, Hidatsa, and Arikara Nation and brings 15 years of management experience to the company. He holds a MBA, and MS degrees’ with extensive knowledge in the IT field. As an original founder for MHA Systems, he continues to strive for positive economic development and for the success of the company’s future.
